How to get a bigger council house?

I live in a small 1 bedroom flat in glasgow with my wife and 10 month old baby.We are on all housing lists and on the mutual exchange list and been up to the housing every week but are getting no were. we have been on the lists for 2 years now. Does anyone know any other way of getting a bigger flat/house
