How do i report a tattoo artist?

hi i was on the other day, this guy came to my house to do my tattoo yes my own fault in a way but the guy showed me this bit of paper saying it was a license also with some pics on his phone saying it was his work. the following day i had to go somewere else to have it sorted and when they cleaned it every bit of ink came off so there was no tattoo there atawl, it looked as if my 2 yr old son took a crayon to my leg i live in glasgow and wanting to know where i could report him. thanks
